Reporting to the Executive Director of Human Resources, this position will be responsible for the effective delivery of services in Human Resources, in the area of policy and procedure development and recommendation of best practices. Coordinates the HR policy/procedure area to support the strategic priorities of Council and ensure legislative compliance. Ensures that Human Resource programs, policies, procedures and processes are implemented in a manner that supports the Corporation’s mission, vision and values. Researches, revises, develops, writes, maintains, and disseminates Human Resources’ policies, procedures, forms and other related documents while abiding by all applicable legislation, including the Ontario Human Rights Code, Employment Standards Act, Canada Labour Code, Pay Equity Act, Ontarians with Disability Act, appropriate Collective Agreements and in conjunction with the Corporate Policy initiative. Recommends enhancements to HR processes, including forecasting any potential legal or bargaining issues. Provides advice and direction to Human Resource staff, corporate employees, and external users on the implementation and interpretation of Human Resource policies and procedures. Coordinates and facilitates training workshops for corporate employees on appropriate Human Resources’ policies, procedures, and best practices to ensure corporate compliance. Oversees and monitors the administration, including records management and communication of Human Resources policies, procedures and operating standards, including updates to Dashboard and the Corporate website utilizing the Sharepoint program. Serves as a resource to the HR department for general inquiries relating to Corporate policies and procedures outside the scope of Human Resources. Maintains business relationships with various external committees and groups, from both the public and private sectors as a means of exchanging and sharing information. Active participant in community events to promote Corporate policies and procedures. Prepares reports to Council and other reports and/or studies as required. Maintains amiable relations with various unions and associations. Research and compose management briefs in response to Human Resources policy grievances. Attend grievances and arbitrations as required. Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. Will perform other related duties as required. QUALIFICATIONS: Must have a Master’s Degree in Business Administration, preferably Human Resources, Public Administration, Political Science, Communications or similar field or Ontario Ministry of Education equivalency and a minimum of one (1) year’s progressive experience in a Human Resources environment or experience in policy writing or organizational design; OR Must have a University degree in Business Administration, preferably Human Resources, Public Administration, Political Science, Communications or similar field or Ontario Ministry of Education equivalency and a minimum of two (2) years progressive experience in a Human Resources environment or experience in policy writing or organizational design; OR Must have a post secondary school community College diploma in Business Administration, preferably Human Resources, Public Administration, Political Science, Communications or similar field or Ontario Ministry of Education equivalency and a minimum of four (4) years progressive experience in a Human Resources environment or experience in policy writing or organizational design; OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year of post secondary courses in Business Administration, preferably Human Resources, Public Administration, Political Science, Communications or similar field or Ontario Ministry of Education equivalency and a minimum of six (6) years progressive experience in a Human Resources environment or experience in policy writing or organizational design. OR Must have an Ontario Secondary School Graduation Diploma and a minimum of ten (10) years progressive experience in a Human Resources environment or experience in policy writing or organizational design. Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver’s License is required in accordance with the highway Traffic Act and must provide a driver’s abstract as a condition of employment. Must possess excellent analytical, communication, report writing, organizing and research analysis skills. Must be detail oriented, proficient in drafting statistics and have the ability to prioritize multiple tasks. Must be a team player with the ability to develop and maintain strong working relationships within all levels of the corporation. Must have working knowledge of personal computers and software such the Microsoft Office suite of products. Experience with Microsoft Visio or editing SharePoint (or a similar program) would be considered an asset. Must have knowledge of the Ontario Human Rights Code, Employment Standards Act, Canada Labour Code, Ontarians with Disability Act, Pay Equity Act. Must have knowledge of the Occupational Health and Safety act, its regulations and knowledge of the hazards associated with the work. CHRP or CHRL designation considered an asset.
