Windsor-Essex County Health Unit

NON-UNION, TEMPORARY Reporting to the Program Manager, the Youth Access Test Shopper works as part of Tobacco Enforcement team to ensurecompliance of all tobacco and electronic cigarette vendors with the requirements and regulations of the Smoke-free Ontario Act 2017. Guided by the direction of the Tobacco Protocols and Enforcement Directives (as current), the test shopper will work with the Tobacco and Vaping Enforcement Officers to conduct test shopping inspections on tobacco and electronic cigarettes vendors across Windsor and Essex County. This position involves day-time, evening, and after-school shifts from Monday to Friday and shift end times may range from 8pm to as late as 10pm. Test shopping will occur in one of two primary zones, Windsor or Leamington. Test shoppers will be picked up by the Tobacco and Vaping Enforcement Officers at an agreed upon location to begin their shift but are required to ensure they have adequate transportation home after each shift. The main responsibilities and desired qualities of a Youth Access Test Shopper are listed below and are based on the Tobacco and Electronic Cigarettes Enforcement Directives (as current). The list of duties is not all inclusive and may be modified as public health programs change and as health unit need requires. Specific duties include: Attend mandatory trainings on an annual basis with Manager responsible for Tobacco Control and Tobacco Enforcement Officers as needed. Respond in a timely manner to shift assignment requests for staffing from WECHU, Ensure attendance at established transportation pick-up and drop off locations at the times determined at shift assignment, Conduct tobacco and e-cigarette test shopping inspections with Tobacco Enforcement Officers. Attend tobacco and e-cigarette retail storefronts and attempt to purchase these products as part of the inspection. Complete Witness Statements and provide accurate descriptions in writing and orally of events that take place over the course of a test shopping inspection. Qualifications: A Youth Test Shopper must meet the following requirements: Be between 15-18 years of age for the duration of their employment and not appear to be older than 18 years of age Be willing and able to participate in a training session prior to conducting a test shop inspection Be willing and able to ask for a tobacco and e-cigarette product Be willing and able to allow photos to be used as evidence. Submit signed consent and assent forms as required by the health unit. Excellent interpersonal, communication and observation skills; excellent documentation skills; and the ability to represent the Windsor-Essex County Health Unit as a witness in court to defend charges laid.
