Non-Union, Permanent, Windsor Overall Job Responsibility: In collaboration with the Manager of Accounting and Financial Reporting, the Financial Analyst is responsible for providing support and guidance to managers on all financial matters while ensuring compliance with the following standards, guidelines and legislation: Canadian public sector accounting standards for local governments established by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada; Canada Revenue Agency; Collective Bargaining Agreements; Guidelines as prescribed by the Ministry of Health and the Ministry of Children, Community and Social Services. The Financial Analyst will help ensure that the agency’s financial and budgetary practices are efficient and effective, support compliance with appropriate standards, guidelines and legislation as well as support the mission, vision and value of the Health Unit. The Financial Analyst will also provide support to the Payroll Coordinator by maintaining employee entitlement balances, performing bi-weekly audits of entries in the payroll system, and preparing payroll on an as needed basis Key areas of Responsibility: The Financial Analyst is responsible for preparation of: monthly financial reports; weekly and monthly bank reconciliations; reconciliation of accounts, other than cash, as well as analysis, as required; weekly banking; preparation and support for other financial reporting requirements, as required; preparation and support for the annual budget process including: Compilation of the salary and benefits budget for all programs; compilation of operating budgets for corporate service departments including administration, facilities, information technology and human resources; provision of support to program managers in their preparation of operating budgets; compilation of quarterly and annual settlement process. preparation and support for the annual financial statement audit including: Financial statement close process; Compilation of account reconciliations and schedules to support the financial statements as well as any necessary analysis; Support for auditors during audit process (i.e. response to queries, retrieval of source documents, etc.). payroll support and analysis including: Preparation of the monthly payroll reconciliation; Maintenance of employee’s entitlement balances including year-end adjustments; Performing bi-weekly checks of timesheet information entered into the Payroll System Preparing and processing bi-weekly payroll on an as needed basis; Preparation of quarterly time away from work reports for departmental managers; Union billings Position Qualifications: Education, Training and Experience: Community college degree with specialization in accounting Work experience within a unionized environment considered an asset Specific experience in budgeting, financial reporting and financial analysis Five years of direct relevant experience in a computerized accounting department preferably using Sage Accpac ERP for Windows Payroll experience an asset Other Requirements: Proficiency with current Microsoft Office – Word, Excel, PowerPoint, Publisher, Internet, Outlook) Ability to plan, prioritize and organize workload Excellent attention to detail Proven ability to attend work regularly Ability to meet the physical demands of the position A valid Ontario Driver’s Licence, access to a reliable motor vehicle during working hours, as well as 2 million dollars in liability insurance Successful completion of a competency test Satisfactory police information search The Windsor-Essex County Health Unit is an Equal Opportunity Employer.
